Hello, my name is Duncan Bush and I am now serving as the Local Public Agency Chair. I have also served as one of your Professional Development Committee (PDC) members. Part of my job (with the other two PDC members) was to encourage and help members to take courses to obtain IRWA Technical Certifications and/or the SR/WA designation. Please see James Kearns, Walt Evans or Stephi Villanueva if you have any questions about IRWA Certification.

I retired from the State of California in October 2006 after 17 years, most of which was with Caltrans. I worked in Caltrans Districts, 12, 8 and 7 after transferring from the California Department of Savings and Loan as a regulatory appraiser during the S&L crisis. Most of my time with Caltrans was in the appraisal functions but the last few years I did mostly R/W cost estimates and R/W project coordination. I have many fond memories of my time with the “State” and still have many good friends there. The diverse R/W exposure and knowledge gained at Caltrans has been truly invaluable to me.

I live in Moreno Valley with my wife Kathy and still have two children at home. One is a teenager and the other a pre-teen, feel sorry for us yet! We did survive the oldest one and he is now on his own and scheduled soon to take his PE in Civil Engineering, we are very proud of him. What little free time I have is spent on my construction and real estate endeavors. I’m becoming well-versed in weed abatement.

After retiring from Caltrans, I started a new career (the next day) as a Right of Way Agent with Epic Land Solutions, Inc. Epic has been a wonderful company to work for. This opportunity has enabled me to become more involved in both the professional organization of Right of Way and given me the ability to use and expand some of my past experiences for my new private sector career.

I have really enjoyed this transition back to private enterprise. It would have been difficult to make this transition into the private sector without my involvement in the IRWA and this Chapter. I’ve enjoyed the opportunities to meet others in my profession at meetings, seminars and classes. I have met individuals from extremely divergent areas such as pipelines, flood control, airports, transportation, economic development, utilities and many other industries and municipalities and we all have a common interest in Right of Way that we can discuss.

As a volunteer organization I feel each member should give back to the organization what they can. I have seen this chapter become one of the most active chapters in the nation with outstanding attendance, speakers and leadership along with a strong board that is very supportive of continuing this progress. Almost all of the people I have met in this organization are top caliber, be they in the private or public sector. Even our competitors are top quality individuals and good friends who support the R/W organization and their members.

 Please come and see me if you want to become an SR/WA or pursue a Certification in a specialty area. This is a growth industry and I am pleased to be part of it.
